Council of Administration

Council of Administration, composed of 41 member countries, meets once a year at the UPU’s headquarters in Berne. It ensures the continuity of the UPU’s work between Congresses, oversees the Union’s activities and examines regulatory, administrative, legislative and legal issues.


Approval authority
The Universal Postal Congress is held every four years. The Executive Board is the intermediate body approving the proposals of the Postal Operations Council concerning regulations or the adoption of new procedures occurring between two Congresses.


Promotion and coordination
The Board approves the biennial budget and the accounts of the Union. It is in charge of the annual update of the UPU’s Programme and Budget. The Executive Board may take any action it deems necessary to resolve urgent matters.


The Executive Board is responsible for promoting and coordinating all aspects of technical assistance between member countries.
